True, you get to keep the +2 Moving Target, but if
you Stop, your opponent can get the PB Modifiers
if w/i Range.

That's the point.

I believe the original question wanted to know how to
stay in the same Hex/Location, in Motion, w/o Stopping,
given the vehicle was already in Motion from the 
previous MPh.
