I don't think the RB uses "moving" in a consistent manner. For
example, A10.4 says "Broken units may neither attack in any way nor
move except to rout during the RtPh or withdraw from CC." Why the
"except", if "moving" meant "moving in the movement phase"?
And even if you delete the "except", the rule is inconsistent
(assuming strict A.3 obediance), because if "moving" in A10.4 meant
"moving in the movement phase", the A4.14 would have specifically
prohibit advanced (as per A.3 "the rule will specifically prohibit
both movement and advance"), which is doesn't.
