An Armor Leader does modify the IFT DR of MA, but is not allowed to modify a 
non-OVR MG DR.

In the case where the two are combined, you are using the MG in a non-OVR 
attack.  Therefore Armor Leader modifiers can not apply.  That's my take.

The Locations must be ADJACENT, meaning they must be adjacent and Accessible 
to each other.  For units separated by different floors of a building, they 
are only ADJACENT if there is a stairwell between the floors.  If not thusly 
ADJACENT, they would not be allowed to form a FG.
