[ASLML] A47 "White Tigers" terrain SSR ?

Gentlemen,

SSR2 of A47, "White Tigers," states that the 22A5-P2-R1-T2-Y2-37GG5 road
exists despite that PTO Terrain is in effect.  But this road is covered by
Overlay 3 on board 37.  Does this mean that the road as defined in SSR2 is
in play EXCEPT where covered by the overlay?  Or is this an error (I
couldn't find any applicable errata)?
