Well, not exactly.  The 4-3-6 may stay only if it attacks.  It may go only 
if it Withdraws (and does not attack).  It *is* forced to do one or the 
other, but may not do both.

When you roll an Original "2", (whether you subsequently create a Leader or 
not), you must either attack using the same Original DR (and possibly new 
odds based upon the addition of the Leader); or, you must Withdraw, (taking 
any newly created Leader with you) and may not attack.

See A11.22 and A18.12 (both 2nd Ed).
