I have been playing this and will try to answer:

During the refit phase you gain control of a block if
you control ALL strategic locations in that block. 
The other way to gain control is under forfeiture
rules.  If your opponent does not have a single unit
in that block, you gain control even if you don't have
control of ALL locations.  (likewise if your opponent
owned the block at the beginning, and you took all the
strategic locations, but he has some guys left in an
orchard that were HIP, he loses the block, because
orchards alone is not a strategic location)

The germans have control of no blocks formally, but
they begin the game with control of all strategic
locations east of hexrow N.  This will turn into block
control quickly after the refit phase.

The latter by my interpretation, however remember that
the germans control ALL strategic locations east of
and on N.

Yes, and it remains uncontrolled.
