This is incorrect.  I think you are misreading what A7.531 says.

A7.531 says that leadership *does* modify the IFT DR, and if firing ordnance
SW, can modify the TH DR, but *doesn't* modify the DR once a successful hit
has been achieved.

Thus, if you are rolling directly on the IFT (not making a TH DR first),
leadership modifier applies normally.
