No, absolutely not.  It is not the role of a TD to "adjudicate in advance", 
as it were.

A.2 is as much as part of the game as any other rule.  We're only human, 
accidents and mistakes will happen.

Consider: during the earlier rounds, there is no way of knowing how many 
rules were gacked by either player during any game.  They got there how they 
got there, no doubt missing something or another along the way.

I believe it is the responsibility of an individual player to know the rules 
as well as possible.  It is also the responsibilty of the player to "call 
out" his opponent if he believes his opponent is playing incorrectly or is 
cheating.  That is where the TD could come into it.

I know that this position could be taken as a license to cheat or try to get 
away with something by the unscrupulous.  However, I also believe that ASL 
players do not, knowingly, cheat, especially at a tournament.

Kibbitzing is not allowed, period.  Even by a well-intentioned TD.
