Really...let me ask you, how have the majority of scenarios been distributed over the last 5 years? Here is one clue...not in modules.
I would suggest distribution via Journals, AP, Scenario Packs, OoTA's, and HASL...oh wait, that is how we do it now?!
BTW, if a guy buys the OWT HASL why should he have to get the Russians (i.e., buy BV) in order to play the Germans vs Brits.

Uhm, how are they organized now?
Anyway, the original scenarios from BV, Yanks, etc. could be packaged separately and sold as The BV Scenario Pack...Yanks Scenario Pack...Croix de Guerra(sp?) Scenario Pack...etc.
Or, better yet, these old warhorses could be put up for download just like SoF/HrH scenarios. Most players have these scenarios and enough copies are floating around that it wouldn't be hard for a newbie to get copies without buying a pack. So there wouldn't be a lot of money in them anyway...so do the download thing. Or maybe MMP can sale the downloads by subscription...who knows...
...there are probably a thousand ways to skin this cat...all I am saying is that MMP needs to think outside the box...literally!
