Three things I noticed about the response you received, Bruce:
1. He forgot to thank you, a customer, for pointing out a vague
setup instruction.
2. He insulted you, a customer.
3. It would be pretty embarrassing if, instead of telling how each
side wins, the SP scenario VC's would instead tell how each side
looses.

Vague, perhaps. Could it have been written better, again, perhaps. To answer
your question, as the scenario is written, you can set up on any of those
boards. If, however, you look at it as the defender (which it appears you
have not) it will become very obvious that if you set up the Canadians in
these unusual but permitted areas, you will certainly loose as the defender.
