Hi, all.
I've been *trying* to stay out of this... but now I feel I want to throw in
on this... :-)
This was Sam's case:

Wait just a tick. No effect of any kind actually occurs until the firer
selects which one to use. When selected, *that* "effect" is the one played.
In essence, the other DR can be treated as never occurring.
How could it be otherwise?
If my opponent wishes to choose a lesser effect in order to avoid activating
my Sniper, then so be it. I have absolutely no problem with that.
As far as activating the Sniper, it is clear from A14.1 that a Sniper is
only activated by a DR that actually has some effect: "The Sniper attack
occurs after resolving all the effects of the DR that activated it..."
Sorry, but there is no "effect" by either DR until the player chooses one.
It's like the joke about the three baseball umpires, talking about balls and
strikes.
The first umpire says, "Some's is balls, and some's is strikes, and I calls
as they *are*."
The second umpire says, "Some's is balls, and some's is strikes, and I calls
'em as I *sees* 'em."
The third umpire says, "Some's is balls, and some's is strikes, but they
ain't *nothin'* 'til I *calls* 'em."

Ouch, Sam. I didn't want to have to do this, but...
"The first To Kill DR of a Multiple Hit vs a vehicle is also used to
determine the location of the second hit as per 3.9." That's the
penultimate sentence in C3.8, 2nd Ed, page C10.
I guess at your tournament I would have to politely point out to you that
you are wrong. Of course, for a rule this simple, I seriously doubt it
would ever need to reach arbitration by the TD... :-) ;-)
