Actually, CE/BU movement is not MP dependent. There are restrictions abo=

when it may occur, however one does not have expend a MP to become CE. S=

Pretty simple, actually.
The declaration to go CE in Klas' example has nothing whatsoever to do wi=
th=20
the firing of the sD. Once the CE is declared, that's it. It's a done=20
deal. Whatever happens to the sD at that point is irrelevant to CE statu=
s.
