[ASLML] CE/BU question

Hi,

Is this possible/legal ?

A BU AFV at the start of its MPh.
Declare that it goes CE and attempts to place sD (before any DFF
is possible vs. it).

I seem to remember that you could only change CE/BU in conjunction with
a MP expenditure, but now I can't find the rule, so I'm thinking that
I'm rememvering wrong.
