[ASLML] FB attack question

Hi,

Some questions that came up the other day:

A Fighter-Bomber (FB) that attacks during the opponents MPh
does not have to attack a unit that is actually expending MF/MP,
correct ?

Since E7.4 says:
"Aircraft may attack ground targets (but no Location devoid of
enemy units [EXC: Observation Planes] anytime during the opponent's
MPh....."

Does that allow a FB to make its attack _before_ any enemy unit
has started to expend MF/MP in the MPh ?
