Here's how I've stepped through it:
E1.81 says that observation of a Gunflash is treated "as occuring vs a
concealed target". I.e., you reveal the Location, but the occupants are not
Known.
A4.14 says that you may not enter a Location "containing an unconcealed
enemy unit". This is really the hub of the matter. For purposes of NVR and
LOS, the Location in question contains units that are considered to be
concealed (i.e., they are not unconcealed). Thus, in this instance A4.14
does not apply, since there are no unconcealed enemy units in K2.
Then, E1.13 specifically emphasizes the mechanics that occur if the units
*were actually Concealed* per A12. I.e., E1.13 says that the moving unit is
not returned to its prior hex but must in fact stay there and have a CC
marker placed. In effect, it is an EXC to A12.15. Again, this is for units
that are *actually* beneath a "?" marker, and not just treated as concealed
per E1.81.
Then, because the enemy unit was not "?", it becomes Known and the E1.13
mechanics do not apply and A12.15 does; namely, the moving unit is moved
back to its previous hex.
Since "a unit forced back to its previous Location is not subject to attack
... during its brief period in the previously-concealed unit's Location"
(A12.15), then FPF as TPBF does not apply.
I.e., I have concluded that your Cloaking counter can indeed enter the hex,
but it would be forced back after losing its own concealment, and would not
have even forced FPF.
Whew!
Different than David's response. I would be interested in what others
think.
