Since you asked: no. Regular ol' "Building Control" looks pretty good to
me.
My attitude would be that if the scenario VC means "no enemy units in the
building at all, period" than it damn well needs to say so, in that many
words.
To "solely control" a building means that only one of you controls it.
Since the way the rules work means that "dual control" of a building is in
fact impossible, this is simply a case of poor VC wording in an early
scenario due to unfamiliarity with the rules. No need for retroactive
telepathy with the ghost of the scenario designer.
