To quote from an unpublished article I'm writing....

"A side gains control by occupation with an armed Good Order Infantry MMC -
without the presence of an armed enemy ground unit in that same location /
hex / building. Note the difference. To gain control, you must be Good Order
and you must be an MMC, but to prevent your opponent from gaining control
you only have to be "armed" and a "unit". So you can't gain control with a
Leader or Hero, but a broken, DM, Wounded 6+1 can keep you from gaining
control!"
