FWIW, I once asked Perry regarding "To the Last Man", which has similar VC.
His answer was "Building Control". 

My point in asking is that I'm curious how OTHERs would interpret this
phrase if Perry weren't supplying the answer. 

My "feeling" is that the intent of the scenario designers was that there be
no enemy units in the building. i.e. "solely occupy" or "control the
building AND be the only side occupying the building".

Perry's answer was that we can't guess at the designer's intent. My question
is to try to determine if others feel the same way I do...
