I do not agree with your interpretation of "normal FP" here.  I find nothing 
to prohibit Spraying Fire during the AFPh.  You are allowed to use Spraying 
Fire during the AFPh as implied (if not downright stated) in A7.36.

If you disallow Spraying Fire during the AFPh just because the FP is halved, 
then you would also have to disallow it during SFF, and during Final Fire if 
the firer is already marked with a First Fire marker.  There are no such 
restrictions that I can find.

Area Fire versus Concealed, then halved again for Spraying Fire.

I'm not sure where you see these restrictions, I could find no such 
prohibitions for Spraying Fire.  If you are able to make a Fire Attack, and 
have the Spraying Fire option, you are able to use Spraying Fire.

I do not agree with this reasoning.  Firing at a Concealed unit is 
considered Area Fire.  Fire by a Pinned unit is considered Area Fire.  
Neither one of the them separately prohibits Spraying Fire.

Spraying Fire is also Area Fire, and thus falls under A7.23; i.e. its 
application of Area Fire is in addition to any other application of Area 
Fire, e.g. versus Concealment, by Pinned firer.  The conditions of Area Fire 
are cumulative, but not exclusive.

The restrictions for Spraying Fire are found in A9.52.  I could find no 
others.
