Yes, Seth. I agree that your interpretation is the correct one.

Here's my response.
Take a look at the following:
A10.2: "... all other friendly Personnel units ... and in the same Locati=
on=20
(or in the same moving stack, e.g., during Defensive First Fire) ... A=20
leader eliminated/broken during Defensive First Fire does not cause other=
=20
units in the same Location to take a LLMC/LLTC unless they were moving wi=
th=20
him as one combined stack."
A clear indication that leadership penalties apply during D1F only as par=
t=20
of the same moving stack.
Then A10.21: "The only applicable DRM to a MC/TC DR ... is the leadership=
=20
modfier of one available unbroken leader in the same Location (or moving=20
stack in the case of Defensive First Fire)."
This is a direct statement that a leader must be in the same moving stack=
=20
during D1F in order to apply leadership DRM.
Take a look also at the A10.22 EX, last sentence. (This is what Steve=20
pointed out as well, I believe.)
Finally, this from A10.7: "A leader ... may use his leadership modifier .=
..=20
more than once in the same phase only to ... assist units in the same=20
Location or moving stack with a MC/Pin Check."
Again, a direct reference that leaders must be in the same moving stack t=
o=20
assist units with a MC.
As far as ASL interpretations are concerned, this one is overwhelmingly=20
documented! Seth got it right the first time, despite trying to talk=20
himself out of it... ;-)
In order for a leader to assist a moving unit with a MC as the result of=20
D1F, that leader must be in the same moving stack.

Bruce Bakken
