No -- nor does it state anywhere that the RR Overlay artwork defines the
default type of RR (although it's hinted at in Footnote 11).
I'll grant that this is reasonably common-sensical, but personally, I'd
prefer that it be stated in an SSR.
And remember, given the current "out of print" status of Chapter F, there
are no rules for EmRR (hillocks) any way <g>, so you certainly don't want
any of *those*!
