Some RR overlays are GL (B3), some are Elevated (B5), and one is Sunken
(B4).
Unless specified otherwise by an SSR.
An SSR is the only way to invoke EmRR.

You are correct, the Railroad rules do not specify any particular type of
railroad by default. The scenario should specify.
I'll accept the blame on this one, I helped proof that scenario and I didn't
notice the oversight. I guess all concerned just "assumed" that unless
otherwise specified the RR is ground-level, but you are correct, that is not
spelt out in the rules.
