You are correct, the Railroad rules do not specify any particular type of
railroad by default.  The scenario should specify.

I'll accept the blame on this one, I helped proof that scenario and I didn't
notice the oversight.  I guess all concerned just "assumed" that unless
otherwise specified the RR is ground-level, but you are correct, that is not
spelt out in the rules.
