Huh?  This is still v4.  It looks a little different to previous
incarnations of v4 but otherwise it's basically the same, just with
(hopefully) lots of bugs fixed.

Who says you have to launch it from a web page?  You *install it* from the
web page.  Once it's installed you can launch it whenever and however you
like.
