Yes, I believe it does.  B27.4 is explicit in that it is "during the RtPh" that the cost of entering/exiting the foxhole may be combined with the cost of entering the hex.  There is an old Q&A from Scott Romanowski's compliation that may also help.

A12.14  Would a unit lose concealment by Advancing into an Open Ground foxhole within 16 hexes of a Good Order enemy ground unit?  What if it had Height Advantage over all enemy units?

A. Yes.  No; the foxhole would no longer be in "Open Ground".
