[ASLML] SM question

Dear Listers,
in the V2 ASLRB firing a SM (D13.32) is subject to a +2 DRM if the firer is
moving/non-stopped. This means that an AFV that fires a SM after entering a
new hex must always apply a +2 DRM, even if it is currently stopped (as per
the C.8 definition of "moving").
I seem to remember (but I may be wrong) that in the V1 ASLRB, the +2 DRM
could be applied only if the firer was in Motion or Non-Stopped (and not
simply "moving"). Was this really changed? Have I missed something?
Thank you
Andrea Fantozzi from Italy.
