I've played it, and I agree that it's probably pro-Russian for a first-time
playing.  The reason is that the German has to execute a perfectly-timed
manoeuver, co-ordinating the union of the StuGs and the infantry, and then
getting them all out of Dodge ASAP.  Just one turn of miscalculation of
movement can cause the difference between winning and losing.

The balance is probably better for a subsequent playing.  This is a scenario
that will probably need *many* playings for an "accurate" ROAR record, but
unfortunately the initial results will undoubtedly scare people off.

That would be a tragedy if this was actually fun and interesting to play,
but aside from the movement brainteaser that the Germans must figure out,
there's nothing remarkable in it.  Certainly all the Russian player has to
do is go to wherever the Germans are and shoot them lots.

Note the subtlety in the Russian set-up: on a first read-through it's easy
to assume that the Russians must divide their at-start forces into two
groups, one on each side of the Germans.  But in fact they are permitted to
put one squad *anywhere*, which is best used for placement somewhere where
the Germans must approach later in the scenario (e.g., likely exit points),
rather than the initial quick-let's-chase-them phase.
