[ASLML] ASL 26 "Tanks in the Street"

Fellows,

     I have a question regarding an SSR in "Tanks in the Street"
involving Air Support.  The SSR says that the American Player " ... has
the option to decline the arrival of Air Support; such a refusal does
not prohibit him from rolling for its arrival in a future turn."  

     In the rules, E7.2 says "[Once the player receiving Air Support]
... rolls less the current game turn number .... his air support must be
placed onboard in his next MPh".  

     I realize that the SSR trumps the Rulebook.  However, do these
rules together mean:

1 -- The air support player rolls for air support during each RPh, being
able to decline the support should he receive it, OR

2 -- The air support player makes the decision to decline air support,
thereby waiving the RPh air support dr -- because once the air support
dr is passed, according to E7.2, the planes must be placed on board.
