[ASLML] Q: Disrupted and routing under NQ conditions

Hello chaps,
Managed to reach deadlocked disagreement with my esteemed RB opponent last
night.
Suppose there is a Disrupted 226 in say F14 with an Adjacent Good Order 467
in E14 (IIRC).
My contention is that as NQ is in effect the brokies will obviously not
surrender, so therefore will rout away and may use either LC or risk
Interdiction (A20.3), in other words may rout normally for that RtPh. This is
_only_ because they can not remain ADJACENT to a Good Order Known enemy
Personnel unit or they will be eliminated for FtR.
My esteemed opponent contends that au contraire, A19.12 specifies that a
Disrupted unit will only rout if ADJACENT to a Melee/Berserk/Vehicular unit
or if in OG.
My understanding is that the above sentence of A19.12 does not apply, as the
467 is not in Melee or Berserk. It is in fact the _previous_ sentence of
A19.12 that applies, as the 467 is a GO KE Personnel unit. Also, this former
sentence is specifically excepted by A20.3. Furthermore, A20.3 is a higher
numbered rule and therefore would take precedence over A19.12.
To wit: may the Disrupted 226 rout normally in this RtPh due to the ADJACENT
GO Known 467? If the Disrupted 226 should happen to end its RtPh in a
Shellhole or Debris hex and choose to retain DM status at the next RPh, if
there was no ADJACENT GO KEU in a subsequent RtPh would said 226 be
prohibited from routing any further?
I believe the answer should be Yes, Yes. What sayeth thou, o listers?
