This is correct.

Any infantry accompanying the AFV at the beginning of its movement.  A
double-timing leader could potentially go 8 MF; an already-CX conscript MMC
by itself could only go 3 MF.  If the AFV has several it could choose from,
well, it chooses one.

Note that the AFV's movement limitation is based on the number of *hexes*
that the accompanying infantry could potentially traverse; the AFV can
expend any amount of MP available to it in traversing those hexes.
