I would say yes. B.5 says "All rules pertaining to same-level LOS also
apply to Continues Slopes LOS [EXC: walls/hedges and AFV/wrecks
(D9.4)] even though the latter term is not mentioned /../" and
same-level LOS for Orchard means hindrance. B14.21.
