[ASLML] Routing into a Woods-Road ?

Hi. 

When routing into a woods-road crossing a road-hexside can you 
rout along the road (paying 1MF) as opposed going in amongst 
the trees at 2 MF ?, do you have to ? 

And when determining the closest hex i MF how would such a 
hex be counted, 1 MF or 2 MF
