Paul,
It sounds like a very "GOOD" tank to use..... 
 
Low AF's..... Go MG's
 
Red Movement Number..... "Hey Mate, how 'bout a tow"
 
+1 or +2 to each Bog check/stall check...... 
 
M13/40 really could be the "cat of a Brit's eye"....
 
Oh hell, it might make the scenario more balanced.....

	I dont know about wanting to use this tank.  Couple of things to consider
	
	8mm bolted armor all around, means it can be pierced by machine gun bullets.
	
	Air cooled engine.  Gee should run really well in the desert! Not like their
	is sand or dust to clog the air filters!
	
	primitive operating systems means hard to maneuver, machine guns with
	limited range and access and vision.
	
	uncomfortable ride.
	
	Gee the Italian M13/40 is starting to look like a panther!
