Yes you would. On the other hand I'm not sure, but there can't be that
many scenarios out there where this would be the case, i.e. all but one
MMC having underlinded Morale Factor.

Maybe, but from what I read in the first sentence of A19.132 it doesn't 
actually say you need an SSR to lower the ELR from 5 for MMC with
underlined Morale Factors.
