Yes.  Kindling attempts are made *per unit*, as specified in A22.613 and
B25.11.

Correct; A22.613 is the rule for Kindling.

Well, B25.11 specifies that all Kindling attempts in the same Location must
be pre-designated.  I think that this means that "all units are making the
attempt" and thus get marked with Prep Fire, even if the Leaders blows his
TC.  So, (a) is correct.  (Note that the Leader gets marked with Prep Fire
too.)
