Hi David,
You have interpreted the VC correctly IMO. As to why they are that way, I
think that as the CG progresses, the British have progressively fewer
troops. So, in order to compel the British to fight somewhere, the CGSSR
about control of Block H comes into play. Otherwise you could just have UK
MMC running around the map. This way, there is a point at which the
fighting will ultimately end (if you are the UK player, you will defend
Block H over all others), and the block is big enough to allow some rout
paths if the Germans encircle the entire block. Plus, with the Block
Control rules, the UK will be assured of a decent sized perimeter for each
CG date, rather than, say, Block L where the Germans will get a number of
FTR Surrender/KIAs and a single OBA module can cover the entire block.
But that's all just speculation on my part. Most importantly, I believe
you have understood the VC correctly.
