Wouldn't the DEFENDER also declare at this point, at which MP increment it
is firing?

What? It can declare Defensive First Fire, but then can wait to decide what
MP increment to apply it to based on what the vehicle does?

What?

I understand that the correct sequence is:

a. ATTACKER moves
b. ATTACKER allows sufficient time for DEFENDER to declare Defensive First
First
c. ATTACKER either continues moving or declares Bounding First Fire

I.e., the option to use Bounding First Fire always occurs after the DEFENDER
has the option of Defensive First Fire.

But when Defensive First Fire is declared, doesn't a part of that
declaration also include the MP expenditure being used to claim Defensive
First Fire?
