Hello, Scott.

But why? Why couldn't the ATTACKER use Bounding First Fire on, say, the 3rd
MP if it declared it so?

But the ATTACKER does not pay Case J1/J2 penalties. So why would the
ATTACKER be penalized thusly?
C6.17 says only that the "firer" must minimize Case J1/J2. If Case J1/J2
does not apply to the "firer", then all of C6.17 does not apply to the
"firer" either.

The real question for me is whether or not Bounding First Fire is MP
dependent. May the ATTACKER use Bounding First Fire at an increment of the
MP cost, or must it wait until all MP costs have been expended?
If the former, then if it declares to be firing at the 2nd MP, it is being
penalized in the above example by making it wait until the 4th MP.
If the latter, then how could it attempt a Gun Duel on any Defensive First
Fire that is declared on an increment prior to the expenditure of all MP
costs?
I hope I'm not being obtuse. The entire rule C6.17 does not seem very clear
to me, vis-a-vis Gun Duels.
