According to C6.17, a Defensive First Firer may wait until, say, the 4th
increment to fire. It doesn't seem reasonable to me that a different
subsequent Defensive First Firer may then declare to be firing at the 2nd
MP.

This appears to be an Original Ed Q&A. NRBH, but if it wasn't incorporated
into 2nd Ed, then it's no longer valid for 2nd Ed.
