Where does it say that the ATTACKER must "wait" until the 4th MP? Is it by
virtue of having declared a "Gun Duel", and since the DEFENDER is then
required to wait, the ATTACKER must also?
I'm having a problem wth that.
What it comes down to is this: When using Bounding First Fire, may the
ATTACKER fire at some increment of the MP cost to enter the Location, or may
it only fire after expending all MP to enter the Location?
If the former, then couldn't the ATTACKER declare that it is using Bounding
First Fire at the 1st increment?
If the latter, then the ATTACKER has no choice but to wait until Defensive
First Fire is over.
