Here's the problem, gentlemen.

Cases J1/J2 apply *only to Defensive First Fire*.  Look again in C6.11-.12.

For Bounding First Fire, Cases C1/C2 apply.  That's in C5.31-.32.

Therefore, a vehicle using Bounding First Fire (even if by declaring a Gun 
Duel), is not restricted by C6.17.  In fact C6.17 does not apply whatsoever 
to an ATTACKER.

So now consider this situation with the interpretation that an ATTACKER may 
declare Bounding First Fire at any MP increment:

1. ATTACKER enters a hex at 5 MP, entering the LOS of the DEFENDER for the 
first time.
2. DEFENDER declares Defensive First Fire at the 1st MP increment (incurring 
Case J2).
3. ATTACKER declares a Bounding First First at the 1st MP increment, 
(incurring Case C4 with C2) thus also invoking a Gun Duel.
4. DEFENDER becomes restricted by C6.17 (being engaged in a Gun Duel), and 
may not fire because Case J2 applies.
5. ATTACKER fires first using Bounding First Fire (not having to minimize 
any Case J1/J2, because they don't apply).

If this is allowed, then every time an ATTACKER enters a hex at > 1 MP 
(which he may do voluntarily), and is entering the DEFENDER's LOS for the 
first time by entering that hex, the ATTACKER will *always* get to shoot 
fire, making the Gun Duel mechanics irrelevant, and only requiring that the 
ATTACKER declare it.

Now consider this situation with the interpretation that an ATTACKER may not 
declare Bounding First Fire until all MP to enter that Location have been 
expended:

1. ATTACKER enters a hex at 5 MP, (prior LOS is not relevant, but in LOS 
after the move).
2. DEFENDER declares Defensive First Fire at the 1st MP increment (incurring 
appropriate Case J), misses the target but maintains ROF; and so on for 
increments 3-5.
3. ATTACKER declares a Bounding First Fire at the 5th increment (the last 
expended), thus incurring a Gun Duel.

If this is correct, then every time an ATTACKER enters a hex at > 1 MP, the 
DEFENDER will always get to shoot first, making the Gun Duel rules 
irrelevant for this situation.

In fact, for either of the above possibilities, a Gun Duel becomes pretty 
much irrelevant (or rather, not applicable) if an ATTACKER unit does not 
start its MPh in LOS of the DEFENDER unit.

Which of the above is correct?  What am I missing?
