Given the ongoing debate at the moment I sent the following to MMP Q&A. I
wanted the "official" answer for my Q&A file. My questions and Perry's
answers below

If you want to argue the answer, talk to Perry, not to me. I'm only the
messenger. I happen to agree with the answer although I admit the rules have
a black hole as currently written and that there should be errata adding
another sentence to A19.132.
