I'd prefer a more simple sentence, that could be appended to either A1.23 or
A19.132:

"If *all* non-crew MMC in a side's OB have underlined morale, then their ELR
is either 5 or the value specified in the OB, whichever is less."

... assuming, of course, that Perry wants other people to play the way he
plays it.
