I concur. As long as you follow the rules for placing OB-designated "?",
and for creating Dummies, it doesn't matter in what sequence you place them.
(After all, your opponent isn't there to verify the placement order
anyway... )
First, I believe that what A12.12 is actually saying is that OB-designated
"?" must be placed before the gain of non-OB-designated "?", i.e. the
concealment growth that occurs after all setup is completed. (Mind you, you
have to also follow the rule for non-OB "?" placement, namely that it may
not be placed on top of any OB-designated "?", any Known unit on top of the
Dummy must remain Known at the conclusion of setup.)
Second, even if you believe that real units *must* be placed before
OB-designated "?", there is no restriction anywhere to be found in 2nd Ed
ASLRB that they may not be legally placed beneath an unconcealed unit per
A12.11 during setup, regardless of which unit was set up first.
If you follow the rules correctly for the use of OB-designated "?", and both
players fully understand those rules, you should not have a "numbers" issue
with "?" counters.
Finally, I've seen the Q&A issued for this rule, and I've noticed that the
wording of the Q&A is different that the 2nd Ed wording of the rule.
I always take it as a given that 2nd Ed ASLRB takes precedence over Original
Ed Q&A.
