I see your point.  As long as the non-OB-"?" (concealment growth) is not 
placed on top of an already placed "?", why shouldn't the player have the 
option of keeping some units in a stack Known, and conceal the others?

I do not.  I believe that OB-designated "?" can be placed during setup.  The 
last step in setup, as I see it, is concealment growth for qualifying units. 
  (No ASOP handy, so I'm not sure where that falls in the ASOP...)
