Strange that you have played this rule wrong so long for all these
years. And you do not find it strange that you think the rule was
changed in ASLBRv2 without any indication from MMP?

As the scenario defender you get to conceal unconcealed units. The
reason the rule was written was to prevent someone from gaining extra
dummy counters. That is the reason you set up your real units first and
then place ob-granted '?' counters--so you do not place a concealment
counter on top of an ob-granted '?' counter _because they are on top of
the real units_.

You are generating free dummies by your illegal setup.
