Yes, the rules do say that.  I say again: so?  In practice it means nothing.
Will the setup police arrest me if I place dummies in a location I know will
contain nothing but dummies before I place a real unit somewhere else?

I think the only reason the rules are worded this way is so that a player
doesn't confuse his OB-given "?" counters with his free, post-set-up "?"
counters.

I didn't disagree because I didn't notice it; now that you've pointed it
out, yes, I disagree with it, since it's pretty obviously an inherently
silly statement.  Just because they set up second doesn't mean that they
cannot be placed anywhere within the stack that the owning player wishes,
provided no other rules are being violated.

Otherwise, it would be impossible to set up a squad beneath a foxhole if you
were so foolish as to place the foxhole counter on board first.  Quick, call
the setup police!

What would I be unsatisfied about?  The rules are clear: you cannot place a
single concealment counter beneath a real unit.  Seems to me that you were
the one disputing it.
