A1.23 "....If the Morale Number is underlined it is given an ELR of
5.....[EXC: SSR-defined units; 19.132]

A19.132 "Whenever a SSR (not just an OB) specifically assigns an ELR
<= 4 to units with an underlined Morale Factor, they ........
Likewise, with a mixed OB of MMC both with and without an underscored
Morale Factor, and ELR <= 4 would apply to those MMC with an
underscored Morale Factor only via SSR"

I roughly applied these rules to a decesion tree model, and without a
doubt there is a rule missing.  The case where "an ELR of less than 5
is given and all MMCs have an underliend morale".  The implied path is
taken by virtue of "default", A1.23.

It appears though there really is a rule missing that EXPLICITLY
defines the case given, and needs to be issued as errata, "A19.133 In
the case where an ELR on the OB is less than 5 and the only MMCs in
the OB have an underlined morale then the MMCs use the OB given ELR.
Note in this case A19.132 applies automatically."

I can't speak for the intent of the designer, but the intent of the
publisher is that SS MMC have an ELR of 4.

Thus the "ELR: 4" in the all-SS OB.
