If that was your intent, you have not achieved it: there is no SSR that says
this, and as I have already demonstrated, the rules are crystal-clear on the
matter.  The SS MMC do not -- *cannot* -- have ELR 4.  There is no rule that
says they do, and at least two that say (very explicitly!) that they don't.
Why do you persist in believing otherwise?

Unless, that is, you know of some *other* rule that applies which I have
failed to notice, or some fault in my deconstruction of the rules, in which
case I would be delighted to be informed of it.  Of course, I have asked
this of you several times previously, and you've ignored every one of those
prior requests, so I'm not really expecting anything new now.

The text of the printed rules is clear, as I have demonstrated.  All you've
demonstrated in this argument is that you don't understand what A19.132
actually says, as opposed to what you *think* it says.  If you want it to
say something different, *issue errata*.

Frankly, your stubbornness on this point baffles me.
