So?  That, by itself, does not dictate where in the stack they may be
placed.  Indeed, A12.11 specifies that unconcealed units must be at the top
of the stack.  Are you suggesting that it's illegal to stack dummies and
real units at all?

This is a strange Q&A.  It prohibits you from placing a real squad in (say)
a woods hex, and then placing two or more dummies beneath it (in a scenario
where the attacker does *not* come from offboard and thus the real unit
might not gain concealment before play begins).  (I'm not sure why you might
want to do such a thing, but I can't see any reason why it should be
prohibited.)  It also prohibits the off-board entry of a stack of dummies
(on foot) beneath a real vehicle.

As I said (or meant to say) before, A12.11 prohibits (quite rightly) the
placement of a *single* dummy counter beneath a real unit; it does not
prohibit the placement of more than one, contrary to this (old) Q&A.

The ">=1" of the Q&A seems to have turned into "=1" in the 2nd ed. A12.11 --
which is a good thing, IMO.
